Economic Issues in Ukraine

Ukraine's economy sits at the intersection of long-standing structural challenges and acute wartime disruption, making it a concentrated site for studying how public finance, industrial policy, and fiscal risk interact under extreme pressure. Researchers examine how governments manage revenue shortfalls, redistribute resources across decentralized territories, and design industrial strategies that can survive both globalization pressures and domestic instability. A central open question is how financial security can be maintained while funding reconstruction without crowding out the social investment needed to sustain human capital and institutional quality. A related challenge is understanding how science and innovation policy—particularly efforts toward smart industry—can realistically be sequenced in an economy simultaneously managing war, debt, and deep integration into shifting global markets.
